The DIBF Referee Development Program is dedicated to advancing the quality and professionalism of Deaf basketball officiating worldwide. Through education, training, and collaboration with FIBA and national federations, the program provides referees with the knowledge, skills, and experience needed to excel at all levels of competition.​

1. Licensing Cycle

  • Referee licenses are issued on a four-year and are valid from 1 May 2026 to 31 August 2030.
     

2. License Categories
 

DIBF Referee A License

  • Authorised to officiate at Deaflympics, World Championships, and lower-level competitions.

​

DIBF Referee B License

  • Authorised to officiate at Youth World Championships, some international and club-level competitions.

​

DIBF 3x3 Basketball Referee License

  • Authorised to officiate at DIBF 3x3 events, including the DIBF 3x3 World Cup.

 

3. Eligibility & Requirements
 

To qualify for licensing, referees must:​​
 

  • Complete DIBF Referee Development training.

  • Pass theoretical, fitness, and medical evaluations.

  • Participate in a practical scrimmage session under evaluation by a FIBA-certified instructor.

  • Demonstrate basic knowledge of International Sign.

  • Maintain high standards of professionalism and ethics.
