DIBF REFEREE DEVELOPMENT
The DIBF Referee Development Program is dedicated to advancing the quality and professionalism of Deaf basketball officiating worldwide. Through education, training, and collaboration with FIBA and national federations, the program provides referees with the knowledge, skills, and experience needed to excel at all levels of competition.​
1. Licensing Cycle

Referee licenses are issued on a four-year and are valid from 1 September to 31 August.

All applications must be submitted through the National Deaf Basketball or Sports Federations.
2. License Categories
A - License (Gold)
-
Officiate at Deaflympics and World Championships (Cups) (Men & Women).

Must have officiated two or more events of the Regional Championships and Youth Championships.

Demonstrates advanced rule knowledge, decision-making, and leadership.
B - License (Silver)
-
Officiate at Regional Championships, Youth Championships, and Regional Cups for Club teams.

Demonstrates advanced rule knowledge, decision-making, and leadership.

Entry-level pathway for referees developing international experience.
3. Eligibility & Requirements
To qualify for licensing, referees must:

Be nominated by their National Basketball Official Federation

Complete DIBF Referee Development training.

Pass theoretical, fitness, and medical evaluations.

Participate in a practical scrimmage session under evaluation by a FIBA-certified instructor.

Pass the International Sign test.

Maintain high standards of professionalism and ethics.
